Standard Bidding Documents Guide (SBD 1, SBD 4, SBD 6.1)
Standard Bidding Documents (SBD forms) are mandatory National Treasury forms required for all public sector bids in South Africa. Missing or incomplete forms lead to immediate administrative disqualification.

SBD 1: Invitation to Bid
SBD 1 serves as the formal invitation and bidder tax compliance declaration. It captures your CSD MAAA number, SARS Tax Compliance Status PIN, CIPC registration and formal acceptance of the bid terms. Ensure the authorised signatory matches your company resolution.
- Verify your SARS Tax Compliance Status PIN is active and valid.
- Double-check your Central Supplier Database (CSD) MAAA number.
- Attach formal proof of signatory authorisation (board resolution or proxy letter).
SBD 4: Declaration of Interest
SBD 4 replaces the older SBD 8 and SBD 9 declarations. It requires full disclosure of any relationship with persons employed by the state, past state contracts and collusive tendering declarations. Transparency is critical, as undisclosed state employment leads to blacklisting on the National Treasury Defaulter Database.
SBD 6.1: Preference Points Claim Form
SBD 6.1 governs the allocation of 80/20 or 90/10 preference points under the Preferential Procurement Regulations. Bidders claim points for specific goals such as B-BBEE status, black ownership, women ownership, youth ownership, locality and disability.
- Attach a valid B-BBEE certificate from a SANAS-accredited agency or a signed DTI sworn affidavit for EMEs.
- Attach municipal rates accounts or lease agreements if claiming locality preference points.
